The Web was given away in 1993. On purpose.

Tim Berners-Lee proposed the World Wide Web at CERN in March 1989; the first website ran there by late 1990, and the Web opened to the public in August 1991. On 30 April 1993, CERN placed the Web technology into the public domain, royalty-free. Nobody paid licences to build browsers or servers. So the Web beat rivals like Gopher.

Useful: Open standards often beat better but closed technology.
